Agnes, a 90-year-old woman, was facing serious problems after one of her relatives used her home as a dumping ground for debris and trash. The neighbors noticed the trash pilling up in Agnes’ back yard and called the authorities. This led to an investigation, and the city threatened to charge $2,500 if the big mess wasn’t cleaned up as soon as possible.
